Prof. Dr. Nordin Yahaya

Prof. Dr. Nordin Yahaya

Nordin is a Professor of Structural Engineering at Universiti Teknologi Malaysia (UTM), where he also serves as a University Senator and Deputy Chairman of the UTM Academic Accreditation Committee. He holds a Doctorate in Civil and Offshore Engineering from Heriot-Watt University, UK. Nordin is the Vice President of the GE4 Network and an Advisory Board Member of the Swiss-ASEAN Learning and Teaching (SALT) Network. Previously, he was the Director of the Higher Education Leadership Academy (AKEPT) at the Ministry of Higher Education Malaysia and served as Pro-Vice-Chancellor (International) at UTM.

With over 36 years at UTM, Nordin is currently the Project Coordinator for the Erasmus+ Project “DX.sea – Accelerating Digital Transformation for Higher Education Institutions in Southeast Asia.” He founded the Reliability Engineering & Structural Assessment (RESA) Research Group and has authored over 100 articles. He is actively involved in international and industrial consultancy projects with organizations such as the British Council, the European Union, and Petronas. His international awards include the 2017 Global Academic Excellence Award from Amity University and the 2018 World Education Congress Award for Educational Leadership.

Prof. Dr. Suyansah Suwanto

Professor Suyansah Swanto is a respected academic at Universiti Malaysia Sabah, specializing in English language learning and teaching, with a focus on ESL education. His research encompasses language learning strategies and challenges faced by rural ESL learners in Malaysia. Notable contributions include studies on effective teaching techniques and the integration of reflective practices in teacher education. He has also examined the role of digital literacy in language learning, providing insights into how technology can enhance ESL instruction, particularly in vocabulary acquisition and overall language proficiency. His work has been widely published, influencing both academic research and practical approaches to ESL education in Malaysia.

A.P. Dr. Muhamad Saiful Bahri Bin Yusoff

Associate Professor Dr. Muhamad Saiful Bahri Bin Yusoff is the Director of the Center for the Development of Academic Excellence (CDAE) and an Associate Professor at Universiti Sains Malaysia, where he also earned his M.D., MSc, and PhD in Medical Education. As the Editor in Chief of the Education in Medicine Journal and President of the Malaysian Association of Education in Medicine & Health Sciences, he has been recognized by Stanford University among the Top 2% Researchers since 2022. His expertise spans well-being in medical education, curriculum development, and emotional intelligence. Dr. Saiful’s scholarly works in the digitalization of higher education focus on the innovative transformation of learning environments in health professions, integrating flexible and personalized pathways, humanizing technology, and preserving professionalism in digital world. His contributions include the development of tools like the Digi-MEE instrument measuring digital learning environment, and critical analyses on the impact of AI, online learning, and social networking on students' academic performance and wellbeing towards humanizing technology in higher education.

A.P. Dr. Nurbiha A Shukor

A.P. Dr. Nurbiha A Shukor

Nurbiha is an educational technologist, an Associate Professor from School of Education, Universiti Teknologi Malaysia for the past 14 years. She received her doctoral degree in Educational Technology and her research interest is on educational data mining, online learning and learning analytics.

She is currently serving as the Deputy Director of Center for Advancement in Digital and Flexible Learning at Universiti Teknologi Malaysia and entrusted to be the Chairman of Malaysia Head of Public University e-Learning Council (MEIPTA) since 2020 until now. She served as the Secretary General for Young Scientist Network (YSN), Academy of Sciences Malaysia in 2024.

She has conducted various trainings and workshops locally and internationally related to designing online learning, MOOCs and Micro Credential. She also headed more than 10 research grants both local and international research grants related to learning analytics and online learning. Her recent project is with UNESCO Mahatma Gandhi Institute of Education for Peace (MGIEP) to develop online course on Media Literacy.

A.P. Dr. Zaleha Abdullah

Zaleha held roles as the former Deputy Chairman of the Malaysia eLearning Council (MEIPTA), UTM Director of Corporate Affairs, and Deputy Director of the UTM Centre for Teaching and Learning. She contributed to the creation of promotional materials, offering input, drafting video scripts, and devising branding strategies informed by data analytics. Zaleha assumed the responsibility of leading the university's crisis communication team, playing a collaborative role in formulating various policies and guidelines to safeguard the university's reputation. During her tenure as Deputy Chairman of the Malaysia eLearning Council (MEIPTA), she actively contributed to the development of policies and guidelines for online learning. Among her diverse experiences, working with the MIT team was particularly fulfilling, as she had the opportunity to aid communities in enhancing their STEM education and knowledge for improved quality of life.

Currently, Zaleha is engaged in an international project consortium comprising 11 universities from 8 countries across Europe and Southeast Asia. The project's objective is to foster competencies in digital transformation for higher education institutions in Southeast Asia. This involves the development of digital strategic plans and enhancements in the quality of learning, teaching methodologies, and pedagogical approaches for digital education. Her passion for
education, teaching, and learning has earned her numerous awards, including recognition through the Research Supervision Recognition Programme by the UK Council for Graduate Education (2023). She was also nominated for The King Hamad Bin Isa Al-Khalifa Award in 2016 by the Malaysian National Commission for UNESCO and was shortlisted for The Wharton-QS Stars Reimagine Education Awards in 2015.

Mr. LAY Heng

Mr. LAY Heng

Mr. LAY Heng earned his Master's degree in Information System Engineering from the University of La Rochelle in 2009. He is currently the Dean of the Faculty of Electrical Engineering at the Institute of Technology of Cambodia (ITC), where he oversees the Department of Information and Communication Engineering and the e-Learning Center.

Throughout his academic career at ITC, Mr. LAY Heng has been involved in several programs and projects aimed at promoting e-learning development in higher education in Cambodia. From 2012 to 2019, he participated in the ASEAN Cyber University Network (ACU), supported by KOICA, to develop e-learning activities at ITC and to promote e-learning development in higher education across Cambodia.

In 2018 and 2019, Mr. LAY Heng supported the UNESCO, the Ministry of Education, Youth and Sport (MoEYS), and the Ministry of Labour and Vocational Training (MLVT) to develop and operate e-learning content for the Basic Education Equivalency Program (BEEP). He also supported several other projects, including FoodSTEM, Health Information and Technology for Improved Health Education in South-East Asia (HITIHE), and Agroecology and Safe Food System in Transition (ASSET), working to develop e-learning content and build capacity among partners in e-learning activities from 2018 to 2024.

Recently, Mr. LAY Heng supported the Ministry of Education, Youth and Sport in developing the concept note for the Cambodian Cyber University Network (CCUN). He is currently providing technical support to all member universities within CCUN to build their capacity and enhance their e-learning initiatives.

Mr. Xayaphone PHIMMASONE

Mr. Xayaphone PHIMMASONE is currently the Director academic affairs office,  Savannakhet University. He is one of leaders that is responsible in policy planing to establish modern learning university development and also had collaborated with private sector such as Smart Learning Managements System (SLMS) to support the university and now is going to establish the Technology and innovation centre for preparing of modern learning (E-learning system in advance).

His involvement are as follows:
  • International conference on DX. SEA Digital transformation Leadership in Lisbon, Portugal (17-25 February 2024)
  • Enrolled in the Erasmus plus International Credit Mobility project has completed his 750 hours (30 credits) of scientific Research in the Mathematic department of University of Pisa, Italy (time 6 months, 2018)
  • International conference, SHERE credit transfer system Capacity building workshop, Mar, 22th-25th, 2017 in Hanoi ,Vietnam
  • Has completed “Seminar on University Governance Capacity Building for Developing countries in 2017” sponsored by the Ministry of commerce and organized by Zhejiang Normal University from August 16th to September 5th 2017 in Jinhua, the people’s republic of China
  • Has successfully completed the training course for Learning problem situation in Mathematics for Sub-Mekong river region,Conducted by ICMI (International Conference of Mathematic Instruction). Have held Cambodia, there are 4 country  Participants, Laos, Thailand, Vietnam, Cambodia 14-25 October 2013
  • Has successfully completed the training course for ICT in  Education conducted by Chungcheognum-do office of Education, Republic of South Korea, 2008

Mr. LAY Heng
